This is a variant of the Cross Body Lead where you start with a Crosshold. The leader makes the regular Cross Body Lead steps, but some additional hand movement on 1 and 2. On 1, the leader does a Hair Comb using the right hand over the head of the follower. Then on 2, the leader does a Hair Comb using the left hand over the head of the leader. Then finish the regular Cross Body Lead.
An alternative way of doing it after a Cross Body Lead Inside Turn is to keep the arm raised and then lower it onto your neck.
You can do the same move as the leader, but turning yourself to the right (so you make a 270 degree turn). This is possible, but takes more practise to end up correctly. You also don’t see the follower, so with a less experienced follower, you could end up in a different position than expected. The move from the video is a easier and less error-prone.
